The Free Foodgrains Scheme is one of the Government of India’s major food-security initiatives for economically vulnerable families. The government’s latest FAQ says 80.48 crore beneficiaries have been identified by States/UTs, against NFSA’s intended coverage of 81.35 crore.
The Free Foodgrains Scheme provides eligible NFSA beneficiaries with their monthly foodgrain entitlement without requiring them to pay for those foodgrains.
The present free-foodgrain arrangement is implemented under Pradhan Mantri Garib Kalyan Anna Yojana. It covers beneficiaries holding eligible AAY and PHH ration cards.
This is closely connected with the National Food Security Act, 2013, which forms the legal framework for foodgrain entitlements under the Targeted Public Distribution System (TPDS). NFSA provides coverage of up to 75% of the rural population and 50% of the urban population.
The main benefit of the Free Foodgrains Scheme PMGKAY is that eligible families receive their prescribed NFSA foodgrain entitlement completely free of cost.

An important point is that identification of eligible households under NFSA is handled by the respective State Governments and Union Territory administrations according to applicable criteria.
No separate ration card is required just to receive free foodgrains under PMGKAY.
According to the Department of Food & Public Distribution, existing eligible NFSA AAY or PHH ration cards can be used to receive the monthly entitlement. Any household member can lift foodgrains on behalf of the household, subject to the applicable distribution process.

For example, a PHH family with four eligible members would have an entitlement of 20 kg per month, based on 5 kg per eligible person. AAY entitlement, however, is household-based at 35 kg monthly.
The Central Government decided in November 2023 to continue providing free foodgrains to around 81.35 crore intended beneficiaries for five years beginning 1 January 2024.
The estimated expenditure for this five-year period is approximately ₹11.80 lakh crore. Free foodgrains covered include rice, wheat and coarse grains/millets, depending on applicable allocation and entitlement.

The original Pradhan Mantri Garib Kalyan Anna Yojana began during the COVID-19 period in 2020 to provide additional food support to vulnerable households.
There is an important distinction between that earlier arrangement and the present one.
From 1 January 2023, the Central Government began providing NFSA foodgrain entitlements free of cost to AAY and PHH beneficiaries under PMGKAY. The government subsequently approved continuation of free foodgrains for another five years from 1 January 2024.
