India has announced its priorities for the 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC). The main focus areas include predictable climate finance, technology transfer, climate justice and a fair transition towards clean energy. India will highlight the concerns of developing countries, particularly those belonging to the Global South, and seek financial and technological support from developed nations.
Why in News?
India has announced its climate action agenda ahead of COP31, which will take place in Antalya, Türkiye, from 9 to 20 November 2026.
India aims to promote practical and equitable climate solutions while ensuring that developing countries receive adequate financial resources and technology to address climate change.
India’s Major Priorities for COP31
1. Predictable Climate Finance
Climate finance is one of India’s major priorities for COP31.
- India will seek the commencement of the Climate Finance Work Programme.
- Developed countries should provide predictable, largely public and concessional finance.
- Financial assistance should not increase the debt burden of developing countries.
- India has highlighted the financial obligations of developed countries under Article 9.1 of the Paris Agreement.
2. Equitable Climate Transition
India will support the continuation of the Just Transition Work Programme.
A just transition means shifting towards a low-carbon economy while protecting workers, communities and developing countries.
India will emphasise:
- Climate justice.
- Right to development.
- Affordable energy access.
- Protection of workers and vulnerable communities.
3. Technology Transfer
India will highlight the importance of making climate-friendly technologies affordable and accessible to developing countries.
It will raise concerns about barriers related to:
- High technology costs.
- Intellectual Property Rights (IPR).
- Trade restrictions.
Technology transfer can help developing countries adopt clean energy and reduce greenhouse gas emissions.
4. Climate Adaptation
India will give importance to climate adaptation, particularly in agriculture, food security and rural livelihoods.
It will support voluntary indicators under the Global Goal on Adaptation (GGA). These indicators should not become conditions for accessing climate finance.
5. Party-Driven Climate Action
India will support a Party-driven, facilitative and non-punitive approach to climate action.
It believes that countries should determine their climate commitments according to their national circumstances rather than follow uniform, top-down targets.
India’s International Cooperation
India will work with developing-country groups to present common concerns during COP31.
Important negotiating groups include:

| G-77 and China | Coalition of developing countries and China |
