India has also set a commendable target of becoming fully self-reliant in cocoa production by the year 2040, with the aim of reducing excessive reliance on imports and strengthening its agricultural sector. The country is currently importing cocoa valued at more than $866 million per year, while local production supplies only 25-30 per cent of the overall demand. As demand in the chocolate and food processing industries is increasing, the government is considering long-term plans to make India a globally competitive producer of cocoa under the Aatmanirbhar Bharat vision.
The cocoa industry in India is in a critical phase, with the demand-supply gap increasing. There is a high rate of domestic consumption, which is fuelled by urbanisation and the rising demand for chocolate.
Today, India is only generating a small percentage (25-30) of its cocoa demand within the country.
The imports are more than 866 million a year, and this puts a strain on the economy.
The Indian chocolate market is growing at a very high rate, which boosts the demand for cocoa.
International cocoa is unpredictable, with prices being high; thus, importing it is costly and unpredictable.
To increase the production and processing capacity of cocoa, the government has proposed a multi-phase roadmap (2026–2040).
1. Phase 1 (20262028): Foundation Building.
Introduction of a National Cocoa Mission.
Introduction of Centres of Excellence (CoE)
Planting seed gardens to produce good planting material.
2. Growth Phase (2028–2030): Farmer Empowerment
There will be training for approximately 1 lakh farmers.
Planting 25 million seedlings.
Implementation of the electronic farmer registry and traceability.
3. Expansion Phase (20302035): Production Scale.
Increase in cocoa farming to approximately 1 lakh hectares.
Emphasis on research, improving yields, and processing facilities.
Target to meet 50% domestic demand through local production
4. Final Phase (2035–2040): Self-Reliance
Attain the capacity of domestic production.
Make India an international cocoa processing center.
Possible change to cocoa exports.
The Indian demand to achieve cocoa self-sufficiency by 2040 is an attempt at a strategic approach to ensuring decreased reliance on imports and enhanced local agriculture. The cocoa industry has good growth prospects due to increasing demand and favourable government policies. Nevertheless, it will require farmers' participation, infrastructure development, and policy implementation. When well practised, the mission can enhance revenues in rural areas, empower the food processing sector, and establish India as a significant player in the world cocoa market, while also advancing the goal of self-reliance.
