7. Haryana CM announces one-time settlement scheme for pre-GST tax liabilities
- Haryana Chief Minister Manohar Lal Khattar launched the One Time Settlement-2023 (OTS) Scheme.
- Operational from January 1, 2024, to March 30, 2024.
- Businesses have the opportunity to settle pre-GST tax liabilities under the OTS-2023 scheme.
- Tax amount is divided into four categories
- It provides easy installment options.
- Under the OTS scheme, the tax amount is divided into four categories, starting with an undisputed fee category for cases without dispute.
- Taxpayers will pay 100 per cent of the amount in this category, with no penalties or interest.
- For disputed taxes under Rs 50 lakh, taxpayers will pay 30 per cent of the outstanding amount. For disputed taxes above Rs 50 lakh, they will pay 50 per cent.
- The third category applies to undisputed taxes assessed by the department where no appeal was made. Taxpayers will pay 40 per cent if the amount is below Rs 50 lakh and 60 per cent if it’s above Rs 50 lakh. This category also offers relief from penalties and interest.
- The fourth category includes outstanding amounts due to differences in tax rates. Here, the government has discounted the amount, requiring taxpayers to pay only 30% of the total.
- Taxpayers with outstanding amounts below Rs 10 lakh must pay the entire sum in one lump sum before March 30th, 2024.
- For Rs 10 lakh to Rs 25 lakh, the amount can be paid in two installments of 52% each.
- If the outstanding is more than Rs 25 lakh, the payment can be spread across three installments:
- 40% in the first 90 days,
- 30 per cent in the next 90 days,
- 30% in the final 90 Days

- करदाताओं को इस श्रेणी में 100 प्रतिशत राशि का भुगतान करना होगा, बिना किसी दंड या ब्याज के।
- 50 लाख रुपये से कम के विवादित करों के लिए, करदाताओं को बकाया राशि का 30 प्रतिशत भुगतान करना होगा। 50 लाख रुपये से अधिक के विवादित करों के लिए, उन्हें 50 प्रतिशत का भुगतान करना होगा।
- तीसरी श्रेणी विभाग द्वारा मूल्यांकन किए गए निर्विवाद करों पर लागू होती है जहां कोई अपील नहीं की गई थी। यदि राशि 50 लाख रुपये से कम है तो करदाताओं को 40 प्रतिशत और 50 लाख रुपये से अधिक होने पर 60 प्रतिशत का भुगतान करना होगा। यह श्रेणी जुर्माने और ब्याज से भी राहत देती है।
- चौथी श्रेणी में कर दरों में अंतर के कारण बकाया राशि शामिल है। यहां, सरकार ने राशि में छूट दी है, जिससे करदाताओं को कुल राशि का केवल 30% भुगतान करना होगा।
- 10 लाख रुपये से कम बकाया राशि वाले करदाताओं को 30 मार्च, 2024 से पहले पूरी राशि का भुगतान एकमुश्त करना होगा।
- 10 लाख रुपये से 25 लाख रुपये तक की राशि का भुगतान 52% की दो किस्तों में किया जा सकता है।
- यदि बकाया 25 लाख रुपये से अधिक है, तो भुगतान तीन किश्तों में बांटा जा सकता है:
