Mission Vatsalya Portal Relaunched to Strengthen Child Protection Services

On 25 th July 2025, the Ministry of Women and Child Development inaugurated the redesigned Mission Vatsalya Portal. It is an integrated digital portal to all interested parties in child protection services. This enhanced portal has incorporated previously used systems such as Khoya-Paya and TrackChild. It increases coordination, eliminates duplication and enhances real time monitoring. It also connects child helpline service to emergency response service to promote greater reach.

Context

  • Initiated by the Ministry of Women and child development (MoWCD).

  • This is a digital system, the target of which is to enhance the digital child protection ecosystem.

  • A part of the larger Mission Vatsalya plan to offer child welfare and care.

Characteristics

  • Integrated Digital Platform: Integrated portal of stakeholders at the state and district levels.

  • Stakeholders Involved:

  • State Level: State Child Protection Society (SCPS), State Adoption Resource Agency (SARA).

  • District Level: District Child Protection Units ( DCPU), Child welfare Committee ( CWC), Juvenile Justice Board ( JJB), Special Juvenile Police Units ( SJPU), Child Care institutions ( CCIs).

Technology Upgrades:

  • Supplants and interacts with Khoya-Paya and TrackChild sites.

  • Presents real time information and tracking of cases.

  • MIS Dashboards: They help in proper monitoring, planning and the utilization of resources.

  • Does Not Duplicate: Makes reporting and handling of cases efficient at grassroots level.

Emergency Services Integration

  • Child helpline (1098): 24 hours x 7 days x 365 days, toll free numbers of distress calls by children.

  • Interlinkages:

    • Combined with the ERSS-112 (Ministry of Home Affairs).

    • Partnership associated with Women Helpline 181.

Implementation Strategy

  • Training of Trainers: Training held by Savitribai Phule National Institute of Women and Child Development(SPNIWCD).

  • Access and Login: Login credentials will be made available to all the stakeholders such as the state agencies and partner NGOs.

  • Security & Access: Secure portal and role based access.

Significance

  • Enhances Child Protection Framework: Facilitates intersections between child care institutions, law enforcement and child welfare institutions.

  • Digital Governance: Perhaps this is the most crucial of all as digital governance boosts both efficiency and transparency regarding service delivery.

  • Timely Response: This will make sure that there is an immediate response with the help of an integrated helpline.

  • Policy Planning: It is possible to make improved decisions at national and state levels using real-time data.
