The 28th edition of the United Nations Climate Change Conference or Conference of the Parties (COP) of the UNFCCC, which is also known as the COP 28 has been concluded in Dubai, UAE on December 12, 2023. This year, the conference was organized by the UAE from 30th November 2023 to 12th December 2023. The first UN climate agreement was held in 1992, since then, this conference was being organized annually. The primarily objective of this conference is to create policies to limit global temperature rises and adapt to impacts associated with climate change. What is Conference of the Parties (COP)?

The Conference of the Parties (COP), which is often known as COP is the supreme decision-making body of the Convention. The all member states of the COP review the implementation of the convention and other legal initiatives/ instruments that the COP adopts. The member states also take necessary decisions to promote the effective implementation of the Convention, including institutional and administrative arrangements. The first meeting of the Conference of the Parties (COP) was held in 1995 in Berlin, Germany.

The 28th edition of the Conference of Parties (COP), also known as COP28, was being organized in Dubai, UAE from 30th November 2023 to 12th December 2023. During the event, te member nations talked about the future of climate action. They also featured talks from political, environmental, and scientific leaders.

COP 28: Theme & Agenda

The 28th edition of the COP was held under the agenda to review and assess the implementation of the United Nations Framework Convention on Climate Change (UNFCCC) terms, the Kyoto Protocol and the Paris Agreement.

COP28: Objective

The primarily objective of the COP28 is to evolve a global consensus to address the climate disaster.

Additional objectives of the COP28 are as follows:

1. To curb the increase in global temperature to 1.5 degrees Celsius.

2. To assist the communities who are most vulnerable to the consequences of climate change.

3. To achieve the net-zero emissions by 2050

What is Kyoto Protocol?

The Kyoto Protocol was an international agreement, which is related to the United Nations Framework Convention on Climate Change (UNFCCC). This protocol was adopted in Kyoto, Japan, on 11 December 1997 and entered into force on 16 February 2005. This protocol has been divided into two phases i.e. Phase 1 and Phase 2.

Kyoto Protocol Phase-1:

This phase refers to the period of 2005 to 2012, aimed to cut down emissions by 5%.

Kyoto Protocol Phase-2:

The phase- 2 refers to the period of 2013 to 2020, aimed to reduce the emissions by at least 18% by the industrialized countries.

What is Paris Agreement?

The Paris Agreement, which is also known as the Conference of Parties 21 (COP 21) is a landmark environmental accord.

It was adopted in 2015.

Aim: To address climate change and its negative impacts

In 2015, this agreement replaced the Kyoto Protocol, which was deal with climate change.

Aim of Paris Agreement:

  • The primarily aim of Paris Agreement is to reduce global GHG (Greenhouse Gases) emissions.

  • This agreement also aims to limit the global temperature below 2°C above pre-industrial levels in this century, later limit the increase of global temperature to 1.5°C by 2100.

COP 28: Initiatives taken by India

India is working tirelessly to address the issue related to the climate change and also implementing the number of initiatives to curb greenhouse gas emissions. The list of initiatives taken by India are as follow:

At the 26th session of the COP 26, held in Glasgow, United Kingdom, India's Prime Minister Narendra Modi has articulated “Panchamrit” on India’s initiative on climate action. The 'Panchamrit', is a group of five initiatives i.e.

1. Reaching 500GW Non-fossil energy capacity by 2030.

2.  Sourcing 50 % of its energy requirements from renewable energy by 2030.

3. Reduction of total projected carbon emissions by one billion tonnes from now to 2030.

4. Reduction of the carbon intensity of the economy by 45 per cent by 2030, over 2005 levels.

5. To attain net zero emissions by 2070.

India has always prioritized sustainable development projects like, implementing emissions reduction policies, renewable energy targets, promoting energy efficiency to achieve its climate goals.
